Please advise
Should I try to upgrade it to 8.2.2 first and then add TCP on it or otherway around?

Migrate from FreeRTOS 8.0 to 8.2.2 with TCP DemoPosted by rtel on August 12, 2016 I'm not sure what FreeRTOS CLI 8.0 is - are you talking about FreeRTOS+CLI (http://www.freertos.org/CLI), which is on version 1.0.4.
In any case, there is a Zynq demo with TCP here: http://www.freertos.org/FreeRTOS-Plus/FreeRTOSPlusTCP/TCPIPFATExamplesXilinxZynq.html
